The Government Borrowers Forum creates a forum for senior officials of countries issuing in international capital markets and treasurers of supranational organizations. The forum is organized annually by the World Bank. This year it is jointly hosted by the Ministry of Finance of Luxembourg and the ESM. It is a closed-door event (the Chatham House Rule applies) and participation is by invitation only.
