Loukas Kaskarelis

Loukas Kaskarelis works as a Senior Banking Expert at the European Stability Mechanism (ESM) since 2016. In this role, his work was instrumental in implementing the Greek stability support programmes and post-programmes. His area of expertise spans the euro area financial sector, with a focus on risk outlook, market characteristics, policy developments, and regulatory aspects. Mr. Kaskarelis has strongly contributed to the design and implementation of Non-Performing Loans strategies, securitisation vehicles and system-wide recapitalisation and resolution planning, addressing complex financial crisis challenges.

Prior to his tenure at the ESM, Mr. Kaskarelis was an Economist at the European Commission from 2009, where he contributed to the negotiation, design, and implementation of the economic adjustment programmes for Greece.

Mr. Kaskarelis holds a Master of Science in Energy, Trade & Finance and a Bachelor of Science in Investment, Finance & Risk Management, both from Bayes Business School at City, University of London.
