Loukas Kaskarelis

Loukas Kaskarelis is a Senior Banking Expert at the European Stability Mechanism (ESM) since 2016. His contributions have been key in the implementation of the Greek economic adjustment programs and post-program arrangements. His area of expertise revolves around the euro area financial sector both in terms of risk outlook and market characteristics, as well as policy developments and regulatory aspects. Throughout his career, Loukas has contributed to the design and implementation of NPL strategies, securitisation vehicles and system-wide recapitalisation and resolution planning and financing, among other challenges within a financial crisis context.
Prior to the ESM, Loukas served as an Economist with the European Commission since 2009, contributing significantly to the negotiation, design and implementation of the Economic Adjustment Programs for Greece.
Loukas holds both a Master of Science in Energy, Trade & Finance, and a Bachelor of Science in Investment, Finance & Risk Management from the Bayes Business School at the City University of London.
