Chief Risk Officer and Management Board Member

Christophe Frankel has been the Deputy Managing Director and Member of the Management Board since the European Stability Mechanism (ESM)'s foundation in 2012. He served as the institution’s Chief Financial Officer from 2012 to 2019, and Chief Risk Officer since 2019.

On 6 October 2022, Mr Frankel was appointed ESM Managing Director for an interim period by the Board of Governors. On 25 November the ESM Board of Governors appointed Pierre Gramegna as new ESM Managing Director as of 1 December 2022.

Previously, Mr Frankel was Head of Financial Markets at Crédit Foncier de France in Paris. He was also previously Chief Financial Officer for Caisse d'Amortissement de la Dette Sociale (CADES), the body which amortises social security debt for the French Government, and Head of Capital Markets and Funding for the Crédit d’Equipement des Petites et Moyennes Entreprises (CEPME).

Mr Frankel holds a Master in Finance from Ecole Supérieure des Sciences Economiques et Commerciale (ESSEC) in France and a Master in Marine Sciences and Technologies from the University of Toulon, and is a Certified Financial Analyst, awarded by Société Française des Analystes Financiers.
