Economist, Economic Risk Analysis

Matthieu Bellon is an Economist in the Economic Risk Analysis division at the European Stability Mechanism (ESM) since January 2023. He monitors and assesses fiscal developments in ESM member states and contributes to the ESM analytical agenda on debt sustainability assessment, the identification of economic vulnerabilities, and climate change.

Previously, he was an economist at the International Monetary Fund (IMF) where he was working on fiscal issues in low-income and emerging countries in Latin America, the Middle East and Africa. He participated in IMF Article IV and country missions, and contributed to numerous policy publications including the Fiscal Monitor as well as IMF Departmental papers and notes.

He holds a Ph.D. in economics from Columbia University.

His academic research focuses on public economics, the dynamic responses of economic agents to technology or policy shocks, and climate change adaptation. He has published in several international peer-reviewed journals.
