The European Stability Mechanism (“ESM”), the crisis resolution mechanism for euro area countries which provides financial assistance to euro area countries experiencing financing problems, and issues debt instruments to fund this financial support, is looking for an Alternate Chairperson for its Staff Advisory Committee.
Background
The Advisory Committee is the first instance of ESM’s staff internal justice system. In accordance with the ESM Staff Rules, the Advisory Committee is a joint peer-review body that delivers an advisory opinion to the Managing Director on any individual dispute related to an individual decision affecting the Complainant and that the latter considers as adverse to his or her rights, and in its capacity as Disciplinary Committee. The Advisory Committee works in a three-person panel structure.
As for its Chairperson, the Alternate Chairperson of the Advisory Committee shall be an external person possessing relevant legal qualifications and relevant experience and who shall be appointed by the Managing Director following consultation with the Staff Representatives. The members of the Advisory Committee shall act at any time in full independence and neutrality. The Advisory Committee meets as required by its caseload, remotely or in Luxembourg.
Type of assignment: Home-based. When travel to Luxembourg is required, the ESM will cover the travel expenses and daily subsistence allowance in accordance with its Travel Policy.
Remuneration: Daily fee of €600/day
Duration: Four years

Key Accountabilities
The Alternate Chairperson shall perform the duties assigned to him or her in the Staff Rules, in accordance with internal policies. In particular, the Alternate Chairperson will be required to:
Conduct the panel’s meetings and deliberations and establish the agenda in consultation with the panel members;
Draft the Panel’s advisory opinion to the Managing Director providing reasoned recommendations in accordance with the Staff Rules and internal policies, and ensure the timely completion of proceedings;
Guide the panel to decide on questions of its competence and any other legal question;
Provide suggestions on the improvement of the grievance and disciplinary procedures;
Perform other duties, as required by the Staff Rules and internal policies.
Key Background & Experience
A minimum of 15 years’ experience in the fields of international administrative law, international employment law and/or conflict resolution mechanisms involving international organisations, to address issues such as contracts of employment and terms and conditions of appointment;
Full command of English is required, as this is the exclusive working language of the ESM.

Good understanding of duties and obligations of international civil servants and multi-cultural environments;

Detail orientation and rigorous approach;
Excellent written and verbal communication skills, including presentation skills;
Ability to work as a team;
Excellent interpersonal skills; exposure to international and multicultural environments;
Ability to work with information technology communications tools such as video and teleconferencing is preferred.
