Pedro Bizarro

Pedro Bizarro is Lead Senior Counsel with the Capital Markets practice area of the ESM Legal Department, which provides legal support principally on topics related to debt funding, securities investments, and the processing of financial transactions. Before joining the ESM in May 2014, Pedro worked in the Banking and Finance & Capital Markets department of Vieira de Almeida & Associados, a Portuguese independent law firm.

Pedro is experienced in private- and public-sector debt capital markets and derivatives transactions and has advised issuers, asset managers, and financial institutions on a wide range of issues, such as banking, payment services, financial intermediation, and retail client protection.

Pedro holds a graduate degree in Portuguese law from Universidade Nova in Lisbon and a Masters in Law and Business from the Portuguese Catholic University, as well as post-graduate degrees in International Financial Regulation from the University of Lisbon and in European Union Law from King’s College London.
