Member of the Budget Review and Compensation Committee since 24 April 2014, reappointed until 8 October 2021.

Prior to joining the Ministry of Finance, Isabelle Goubin held various positions from 1987 to 2002 at the Institut Monétaire Luxembourgeois and the Commission de surveillance du secteur financier. She was Head of International and Regulatory Affairs, Deputy Head of the Banking Supervision Department and Advisor to the Director General.

Isabelle Goubin joined the Ministry of Finance in May 2002 where she was Head of the Financial Services Department up to May 2014.

Isabelle Goubin currently serves as Chairperson of the Board of the Commission de surveillance du secteur financier (CSSF) and the Board of the Commissariat aux assurances (CAA). She serves also as Chairperson of the Board of Directors of the Luxembourg Sovereign Wealth Fund. She is a member of the Bank Resolution Board, and of the Depositor and Investor Protection Board, and an alternate member of the Systemic Risk Board. Isabelle Goubin is Secretary General of the Haut Comité de la Place Financière (HCPF) and is a member of the Executive Committee of Luxembourg for Finance (LFF).

At EU level, Isabelle Goubin is a member of the Economic and Financial Committee, and a member of the Eurogroup Working Group (EWG). She is also the alternate Governor and a member of the Board of Directors of the ESM and member of the Board of Directors of the EFSF.

Isabelle Goubin graduated in Finance from the University of Geneva, holds a MBA in Strategic Management from San Diego State University and a LLM in International Business Law from the University of Zurich.
